While Estonia (including Tallinn) has been able to enjoy a full winter experience over the last week, there is little snow in western Estonia. Despite the freezing conditions, Haapsalu looks like it has gotten no snow and ERR correspondent Juhan Hepner's morning walk reminded him of the fall.
