Government to collect more than €125 million in dividends from state-owned companies

The Estonian government has approved the amounts of dividends to be paid by state-owned enterprises for 2026. As a result of the decision, more than €125 million in dividend income will flow into the state budget.
The largest dividend payer is Eesti Energia (€35.3 million), followed by Riigi Kinnisvara AS (RKAS, €31 million) and Lennuliiklusteeninduse AS (air navigation services, €21.8 million).
The total amount of dividends payable to the state this year is €125.3 million.
According to the Ministry of Finance, the overall economic environment has led to differing results, which is why the allocation of dividends takes into account both the companies' financial performance and sector-specific risks as well as market conditions. Strong financial results allow several companies — Lennuliiklusteeninduse AS, Riigi Kinnisvara AS, Eesti Loto AS, and Vireen AS — to pay higher dividends to the state budget than originally forecast.

"The owner's dividend expectations also apply to state-owned companies, and the decisions have been made in accordance with the companies' financial position and investment needs," said Finance Minister Jürgen Ligi.
The difference between the total dividends paid by state-owned enterprises and the amounts received in the state budget arises from the fact that the state is not the sole owner of all the companies listed; the state treasury receives a proportional share corresponding to the state's ownership, the Ministry of Finance noted.
Ökosil AS and Levira AS are not included in the table or the government order, as the state does not have decision-making authority in those companies. A separate decision still needs to be approved regarding the dividend amount of the Riigimetsa Majandamise Keskus (state forest management, RMK).
