Woman dies after being hit by bus in central Tallinn

A 26-year-old woman died after being hit by a bus in Tallinn city center on the evening of Sunday, August 10, Postimees reported. Delfi later reported that the woman had crossed against a red light, and no criminal proceedings will be initiated.
The Emergency Center was notified of a serious traffic accident at the intersection of Narva mnt and V. Reimani, at 6:26 p.m. Sunday, August 10.
Ida-Harju Police and Border Guard Board (PPA) station patrol officer Victoria Priimet said a public transport bus indicating it was making a left turn at the intersection struck the woman, who was already in the roadway, adding the woman became trapped under the bus, and was declared dead at the scene from the serious injuries.
The accident happened on a section of road where the maximum permitted speed is 30 kilometers per hour, while the 59-year-old bus driver holds a valid driving license and was declared sober — the PPA said there were "a few" passengers on board the bus, none of whom sustained any injuries.
Delfi reported the woman had stepped out on to the road in front of the bus immediate before the collision, though the pedestrian crossing light was showing red, while the traffic light was green for the bus driver.
PPA spokesperson Jelizaveta Belous told Delfi camera footage show that while crossing the road on a red light, the woman apparently did not notice the approaching bus as she had headphones on and was looking at her phone.
Taking all the circumstances into consideration, this was an accident and so no criminal proceedings have been initiated, she added.
"The bus driver noticed the woman on the road only at the last moment — she was on the sidewalk and stepped in front of the bus just before the collision," Belous said.
Delfi's Russian-language portal reported the deceased was a Ukrainian national named Julia Rupeka (26) who had come to Estonia from Kharkiv in 2022 and was working as a hairdresser.
